Start by testing with a meter, that you really do have the voltage on the right pin.

Yeah, that is one of the first things I did. I have confirmed I have 3.0 volts on the input pin of the microcontroller.

It is finally working!! Thanks to all who helped guide me!!
The final clue was Ttelmah's #device ADC=xx. AFter looking through the manual I found that #device ADC=10 changed the values in AD1CON1 to 10 bit and gave me the integer output that I wanted.
