Try "EAGLE". The light-verson is perfect for small projects.

What is your budget? For nearly free I have heard good things about Eagle. http://www.cadsoft.de
For some more money I have heard better things about Easy PC.

Professionals in my area generally use Orcad, but it is expensive and I don't think it is very good. Maybe "familliarity breeds contempt"!

I use ExpressPCB. You can download the programs for free from their web site, and the PCB program links directly to them to get the boards made. You can get them to send you gerbers if you want to have another shop make the boards in production.
I used to use Orcad and I hated it. If you don't want any more than four layers (inner ones power and ground), this one is hard to beat.
