PWM output drops to zero on CCP1(RC2)

The design uses two PWM outputs CCP1 and CCP5 on the PIC18F6720.
At startup CCP1 on pin RC2 appears and then dies to zero within 1 second, CCP5 works just fine.

I have two units with the same problem. I suspect a chip failure because these two units represent less than 2% of working units using the same code.

The problem reproduces about 99% of the time only on two units.

Has anyone else seen this problem, and are there any defensive measures that can be taken "in code" (cannot change hardware at this time) to prevent this happening.
