A bulk erase should reset the protection bits but people often have issues reprogramming.

I've never had any issues reprogramming any of my PICs in the past 25 years of using them(1000s of PICs). I do still use my Picstart Plus programmers.Any issues might be caused by 3rd party or homemade programmers.

He means the isse where you can only erase code protection config
bits with bulk erase, and bulk erase only works at +5v. So if you set
code protection on a +3.3v board you will have a problem.
