I'm working on a project with an LCD Winstar WG240128A and the T6963 driver, with this display and this driver works correctly. When using a WG240128B display, the display does not work and hangs PIC. Is there any relation with the T6963 and the RA6963 driver?

If check with Google, they are supposed to be compatible.
Assuming that is true, the next thing is to carefully check your wiring.
