To install the driver to use Pickit 2 with the CCS IDE, go to this page:

usually when this happens it is a connection problem. make sure your grounds are perfect, power, mclr, etc. do you have caps close to the pic as possible. do you have another board to test the pickit 3. to prove it is functioning properly.
these are a few things to check for. |

Thanks PCM programmer, drolleman,
I download setup driver with Version 0.003 already & install to PC, but this problem no solve it, the alarm message still appear
I think my pickit3 had one issue, when I using MPLABX, MPLAB IDE to connect with my target board, It appear on alarm message about voltage, as my image below ( mach2.png), pickit3 using 3.3v & my target board using 5V, I had viewed manual of Microchip about modification to pickit3 low voltage operator, check R26, R43, R45 is 0 ohm, maybe this is reason can not connect pickit3 to CCS pic compiler,

Lets start by clarifying some terms.....
The CCS compiler does not talk to/use any form of programmer/debugger!.
You have the CCS IDE, which is a package that sits 'on top' of the compiler, and talks to the compiler itself, and also to tools like the PicKit. It's an 'Integrated development environment'. A series of separate parts 'integrated' together. The pictures you originally posted are from this.
Now separately from this, there is another development environment, MPLAB-X. This can be setup to use the CCS compiler, and also to use it's own tools.
Now since MPLAB-X, comes from the same source as the PicKit, simply start with this. If this too is saying that it cannot connect to the PicKit/chip properly, then this is a hardware problem, not a software one.
So, don't try to involve too many things at this point. Just try to get MPLAB-X to work with the chip.

Look particularly at the connection details in the poster linked to, and at the comments made. In particular, your chip is one that does require the pull-down on the LVP pin as it arrives from Microchip (they ship these with LVP enabled). If this pin is floating, it will not work properly.

Are you powering the chip from the PicKit, or from it's own supply?. |

Thanks for everyone,
I had been debugged programs pic by pickit3 Vs CCs pic compiler, after i change another PIC16F88 ( the old one PIC16F628A can be error ), but the issue about select the low or high voltage for pickit 3 still not solve.
