No TCP/IP and or bootloader

Hello
I just wonder why there is no tcp/ip or Bootloader in the wizard menu when choosing 24 bit wizard ??

TCP/IP uses ENC28J60 via SPI bus so why not in say dsPIC30F3013 ?

New to forum but a CCS PIC programmer for many years.
