PIC18F16Q41 in DIP28

I bought a bunch of this part expecting the DIP20 package. What I received is marked correctly but is in a DIP28, which not listed in the datasheet.

Is this a fraud, obsolete or weirdly packaged part?

Edit: Purchased from Farnell UK in August last year and I think sourced from the US

Chip is marked PIC18F16Q41 (no suffix) and ?datecode/batchcode 20453TA
and separate order (also DIP28) 2121UEG

What does it say after the part number?. The real part will have extra
characters after the actual number that specify the package, and the
temperature range.
The codes later also specify which factory made the device.
If it doesn't have these extra codes, then definitely a forgery.
