That PIC needs a real crystal (and 2 caps) to use as it's 'master clock'. Common values used are 4, 16 and 20 MHz. For fast serial ports like 115k200 you need a 20MHz crystal, slow like 2400 a 4 MHz will do. The faster the clock the more instructions the PIC can do in a second. The compiler will 'do the math' to get the correct UART timing.

re: control signals
Get the instruction manual for the printer to see IF you need those lines connected. Some do, some don't, we can't tell without more information. Sometimes you can connect them together and the printer works fine.
