There is a time tick counter. Several processes has events: procX_start_time, procX_stop_time. The ranges of start - stop moments of all processes can overlap. Values of those moments are written as tick value.
For examle:
Code:

proc1_start_time= 100;
proc1_stop_time= 200;
proc2_start_time= 150;
proc2_stop_time= 250;

How to find the next event (its name and time) in any current tick?

Just sort your times.

Look at qsort.
