Ok, I do see the laser beam with the processor through the inputs. I just need to figure out how to only give valid outputs when it sees the pulses at one per 100mS or 10 per second (10Hz). I will try to get the code right.

You know the 'high' is about 280us, 'low' is 100ms-280us.
You'll have to figure out the 'math' ,based on PIC clock speed, which CCP used, etc.
The 'pulse is 'high' variable' should be within a few counts and represent 280us.
it will vary of course, unlikely the LASER has feedback to maintain a constant speed of say 10.423 RPM.
If it goes to zero then you've lost the beam.
